Associate Director Technical Delivery & Pre-Sales, Government Practice

We are hiring for the position of Associate Director Technical Delivery & Pre-Sales, Government Practice at R Systems, a Blackstone portfolio company specializing in digital product engineering. Our focus is on creating chip-to-cloud software, platforms, and digital experiences that help clients increase revenue and operational efficiency.

Our services empower U.S. public agencies with advanced analytics, AI/ML, Generative AI, and cloud solutions to enable transformative decision-making. We also focus on legacy modernization and improving customer experiences through personalized chat agents and CRM systems, specifically tailored for the public sector.

With over 4,300 technology experts across 18 development centers and 25 offices globally, we seek a seasoned leader to drive innovation and impact in state and local government projects.

Key Responsibilities

1. Project Delivery (8590%)
2. Lead the end-to-end delivery of complex IT projects, managing teams and ensuring high-quality execution.
3. Oversee contract deliverables, resource performance, and stakeholder engagement.
4. Maintain project profitability and foster strong client relationships.

• Pre-Sales & Strategic Growth (1015%)
• Support or lead responses to RFPs/RFQs with technical solutions.
• Translate agency needs into scalable solutions and Statements of Work.
• Identify opportunities and collaborate with internal teams for successful market expansion.

Qualifications

Required

• Bachelors degree in IT, Computer Science, MIS, or related field.
• Experience in public sector IT consulting, with progression into leadership roles.
• Background in project delivery roles such as developer, project manager, or engagement leader.
• Hands-on experience in pre-sales and proposal development for California public agencies.

Technical Skills

• Proficiency in at least three areas: SaaS Implementations, Data Warehousing & Analytics, or related fields.
Relationship management skills with public sector clients and vendors.

Preferred

• Technical writing, proposal development, and leadership in fast-paced RFP responses.
• Experience with MS Office, Adobe Suite, and proposal methodologies like Shipley.
• Ability to lead teams, manage client expectations, and drive project success.
• Ability to build the company's brand in new public sector markets.
